A trope I see fairly often that also plays into this is that Internal Affairs (the folks who are supposed to keep cops on the straight and narrow) are usually depicted as obstructions or outright villains who keep the "cowboy cop" from doing his job. It's the top reason I do not recommend "The Sweeney" (2012) the review of which you can see on my blog.
